Refund & Cancellation Policy

Refund & Cancellation Policy

This policy explains the general conditions governing cancellation requests, refund eligibility, payment issues and refund processing for applications, programmes and services provided by MRFO.

Effective Date: 10 August 2026 MRFO

1 Introduction

MRFO ("MRFO", "we", "our" or "us") provides information, applications, fellowship programmes, academic activities and other institutional services through its official website and authorised platforms.

This Refund & Cancellation Policy describes the general principles applicable to payments, cancellation requests and refunds associated with MRFO programmes, applications and services.

Programme-specific refund or cancellation conditions may apply where separately published.

Important Notice

Applicants should carefully review the applicable programme notice, application instructions and fee conditions before completing a payment.

2 Applicability

This policy may apply to payments made in connection with fellowship applications, admission processes, registrations, academic programmes, examinations, training activities and other services where a fee is applicable.

Where a specific programme or service provides a separate written cancellation or refund condition, the programme-specific condition may take precedence over the general provisions of this policy to the extent applicable.

3 Programme Fees & Charges

Applicable fees will be communicated through the relevant official programme notice, application page, payment interface or other authorised communication channel.

  • Applicants should verify the applicable fee before making payment.
  • Applicants should retain the payment receipt and transaction reference.
  • Applicable taxes, processing charges or other clearly disclosed charges may be included where relevant.
  • Fees may differ between programmes, categories, services or application stages.

4 Cancellation by Applicant

An applicant may request cancellation of an application or participation where cancellation is permitted under the applicable programme conditions.

Cancellation requests should be submitted through the official communication channel specified by MRFO and should include sufficient information to identify the relevant application or transaction.

  • Applicant name.
  • Application or registration number.
  • Registered email address or phone number.
  • Payment transaction reference.
  • Reason for cancellation, where required.

5 Refund Eligibility

Refund eligibility will be determined according to the applicable programme conditions, payment status, cancellation circumstances and other relevant factors.

Depending on the applicable programme, refunds may be considered in circumstances such as an eligible cancellation, verified duplicate payment, technical payment error, or cancellation of a service by MRFO.

Approval of a refund request is subject to verification and applicable programme rules.

Refund Eligibility

Submission of a refund request does not automatically mean that the request will be approved.

6 Non-Refundable Fees

Certain fees may be designated as non-refundable where this is clearly communicated in the applicable programme, admission notice, application instructions or payment terms.

Examples may include administrative, processing, registration or other charges where specifically identified as non-refundable.

Applicants should therefore review the applicable fee conditions before completing payment.

7 Cancellation or Withdrawal by MRFO

MRFO may cancel, postpone, suspend or modify a programme, service, event or activity due to administrative, academic, operational, regulatory, security or other circumstances.

Where a programme is cancelled by MRFO, applicable refund or alternative arrangements will be determined according to the specific circumstances and published programme conditions.

Where appropriate, affected applicants may be contacted using the registered contact information available to MRFO.

8 Failed, Pending & Duplicate Payments

Occasionally, a payment may be debited from the applicant's bank account while the application system does not immediately receive confirmation of the transaction.

  • Applicants should not immediately make repeated payments without checking the payment status.
  • Payment disputes may require the transaction ID, order ID or bank reference.
  • Duplicate payments may be reviewed and processed according to applicable verification procedures.
  • Refunds relating to failed or reversed transactions may depend on confirmation from the relevant payment gateway or financial institution.

9 Application Rejection & Refunds

Submission of an application and payment of an applicable fee does not guarantee admission, selection, fellowship allocation or participation.

Where an application is rejected because eligibility criteria, documentation requirements or programme-specific conditions are not satisfied, refund eligibility will depend on the applicable programme rules.

Applicants should carefully review the eligibility and fee conditions before submitting an application.

10 Fellowship or Programme Withdrawal

If a selected applicant voluntarily withdraws from a fellowship, programme, training, academic activity or other service after confirmation or commencement, refund eligibility will be determined according to the applicable programme-specific conditions.

Withdrawal requests should be submitted through the official communication channel as early as reasonably possible.

Any applicable refund may be subject to deductions, administrative conditions or non-refundable components specified for the relevant programme.

11 Refund Request & Process

Applicants requesting a refund should contact MRFO through the official contact details and provide sufficient information for verification.

  • Full name of applicant.
  • Application or registration number.
  • Registered email address.
  • Contact number.
  • Payment date and amount.
  • Transaction or payment reference.
  • Reason for the refund request.
  • Supporting documents, where required.

MRFO may request additional information where necessary to verify the transaction and determine eligibility.

12 Refund Processing Timeline

Approved refunds will normally be initiated after completion of the necessary verification and approval process.

The time required for the amount to reflect in the applicant's account may depend on the payment gateway, bank, card issuer or other financial institution involved in the original transaction.

Processing Time

Actual refund timelines may vary depending on transaction verification, payment gateway procedures and banking processing times.

13 Exceptions & Special Circumstances

MRFO may consider exceptional circumstances on a case-by-case basis where supported by appropriate documentation and where permitted under the applicable programme conditions.

Consideration of an exceptional request does not create an automatic entitlement to a refund or cancellation.

Any decision will be made after reviewing the relevant circumstances, documentation, payment information and applicable rules.

14 Payment Gateway & Banking Charges

Payments may be processed through authorised third-party payment gateways or financial service providers.

Any applicable payment processing charges, gateway fees, banking charges or other deductions will be handled according to the applicable transaction and programme terms.

Where a third-party payment provider is involved in processing or reversing a transaction, additional processing time may apply.

15 Changes to This Policy

MRFO may update this Refund & Cancellation Policy from time to time to reflect changes in programmes, services, payment procedures, administrative requirements or applicable legal and regulatory requirements.

Updated versions will be published on this page with an appropriate effective or revision date.

Applicants are encouraged to review the applicable policy before completing transactions.
